Mill Creek Town Center

Battle Ground, WA 

Mill Creek Town Center is a 21-acre retail center located in Battle Ground, WA. The project totals 200,000 square feet and is anchored by Walmart Supercenter and features quality brands including Red Robin Gourmet Burgers, MOD Pizza, AutoZone, Wendy's and Panda Express. As developer and asset manager, PRINCIPAL PROPERTIES overcame numerous entitlement and site issues including significant wetland constraints throughout the entire site, lack of commercial access and the absence of utilities and infrastructure. PRINCIPAL PROPERTIES worked with local, state and federal agencies to obtain approvals and funding for a new road and signalized access to the site. It also assembled the development team including architects, engineers and consultants to master plan the site for retail development while preserving and enhancing the wetlands. PRINCIPAL PROPERTIES reviewed and approved the design and construction of all buildings in the project and continues to have an active role as the developer and manager of the project.  PRINCIPAL PROPERTIES’ duties included:

  • Rezoned the site to allow for high quality retail and commercial uses

  • Working with local, state, and federal agencies to mitigate all wetlands

  • Created an on-site wetland preservation area with over 30,000 new plants

  • Significantly increased the size and quality of wetlands and wildlife in the area

  • Coordinated the construction of a new road, Scotton Way, which provided signalized access to the project.

  • Management and coordination of all utility and infrastructure construction

  • Feasibility and investment analysis

  • Property and right-of-way acquisitions

  • Site planning and project design

  • Securing all permits and entitlements

  • Building design and construction management

  • Development of the marketing and branding strategy

  • Negotiating all leasing and property sales

  • Securing all equity and debt financing 

  • Creation of the Codes, Covenants, Restrictions and development guidelines

  • Review and approval of all development, building and sign plans
